QLG RSL Constitution 2018

It is VERY IMPORTANT all members read and comment on this constitution before the 4th of June 2018.

It is discriminatory in parts to sub-branches and gives the state more powers over the sub-branches.

This constitution will be passed into law on the 24th June 2018 if no objections received.

The Brisbane North Regional District (BRND) has fiercely opposed the new constitution.

However at the meeting with Deloitte's we were informed by Deloittes it will be passed.

ANZAC Day March Brisbane 2018

On ANZAC Day 2018 we are moving the Dawn Service to Brennen Park Bongaree on the Pumicestone passage side of the island.

In previous years the service has been held at the Woorim Beach car park.

That site is now no longer satisfactory owning to traffic/parking problems or to accommodate the 1000 plus who attend the dawn service to pay their respects to our fallen and serving members.

The service will still commence at 0428 hours as per previous years.

Brennen Park is located on the Pumicestone passage side of the island just after the Bribie Island Jetty and the local take away known as Scoopy's.

There is ample parking in the area and parking will be allocated for disabled parking adjacent to Brennen Park controlled by the SES.

I have been asked to contact the remaining RSL Qld Districts on behalf of the President South Eastern District to consider the Brisbane Anzac Day Combined Committee’s invitation to any World War II veteran already in the Brisbane area on Anzac Day, who would like to take up an opportunity to sit in the Veterans Tent, situated alongside the Saluting Dais on King George Square, to view the 2018 Parade.

Names and addresses would need to be supplied to this office by 30 March for the issue of invitations, along with details of a carer/responsible adult who can also take a seat in the Veterans Tent where required. The invitation card is required to access the secure cordon around the Saluting Dais. Ideally, a short bio for any veteran would also enable the ABC to conduct interviews with any individual willing to participate in the Anzac Day parade coverage. Unfortunately, no accommodation or travel expenses can be provided.

Parking can be booked in advance within Roma Street car park for access to King George Square at $5 public holiday rate.

Additionally, where veterans are not a member of a participating Ex-Service Association or do not wish to take a seat in the Veterans Tent, the attached form can be submitted to make use of the Military Jeep/Golf Buggy transport service in Elizabeth Street to participate in the event.

Job Description for Committee Member



  • Ability to use computer and Microsoft Office Software.
  • Ability to use MMS system to update Members details on State Database.
  • Must complete the Tobi Course as per State recommendation. (Training Office Bearer Instructions).
  • Assisting with New Member Application Forms and recording same on database and forwarding to District and State for approval.
  • Deceased members listing and updating Next of Kin records.
  • Correlate and report Membership flows.
  • Reporting to Members, Committee, District monthly Membership movements.
  • Spending at least 9 hours a week in Office.
  • Keeping Index Cards up to date. (Backup to computer).
  • Assisting with all Office work when required.

       10.                 The motion for widows not to attend Sub Branch functions unless,

                             accompanied by a Sub Branch member has been revoked.



                 The committee passed a new motion by Robert Hazelwood and seconded by Ed Wright


That widows of the Sub Branch members or infirmed members may attend all Sub Branch functions,

at normal cost to members without having to be asked to attend by a member.)

Minutes of the General Meeting October 11 2017

(a)        Acknowledgement of invites to the Beersheba Luncheon. (total numbers for the    function 160)



               (b)     Request from MSMC to give support letter to acquire a block of land.

                        (c)        Change of venue for the ANZAC Day Dawn service 2018.

                            Council still has not made a firm decision the reason being traffic congestion.

Four committee members attended the meeting at Kallanger RSL Sub Branch. There was a presentation by Deloitte informing the district of the changes to the state board and election of directors and board members.

The BNRD unanimously opposed the Deloitte proposal and informed Deloitte presenters that in no way will we be threatened by them to take their proposal or it will be forced on us by Deloitte or possibly the ACNC.



There have been two letters of complaint sent to all RSL Sub Branch’s in Queensland by ex-Senator Bill O’Chee the President of Clayfield-Toombul Sub- Branch. To address the manor of the presentation and that it appears that the decision has already been made by Deloitte.

example (we have been told by Deloitte there will be two non RSL members paid to   sit on the board.)

                                    (This does not comply with the RSL constitution)

When asked for the terms of reference Deloitte could not answer the questions or which organizations that they compared the RSL Queensland to in Australia.. The only answer was, we compared you to a Canadian Company.



                        (e)          Letter of complaint to the President of District North Vic Reading.



(f)           Burpengary State School requesting any ex-students who have served in the military from WW1 until present day please supply your service details for a memorial wall at the school.




(g)      RSL CARE name change… The name has been changed to distance the RSL from health care and the numerous health investigations into age care facilities. ( The RSL still owns all assets of RSL CARE)




(h)         MSMC thank you letter for requesting that they provide a catafalque and flag party for  Remembrance Day.




               (i)                 Letters from the orderly room in regards to changes to MCRS, DRAC and SOPs    (DRAC replaces SRCA) (TPI EDA INTERMEDIATE and 10%-100%)




                        (j)        A Remembrance Day book for sale ( LETS NOT FORGET) cost $10

                                     The first meeting will be held on the 17th October 2017.



(l)      Stewart Cameron stands down as state president until the investigation of NSW RSL is finalized.

Stewart had nothing to do with the decision of gifting a motor vehicle. He stood down from the national board prior to the board decision. However having served on the board he is still being investigated.




(m)         All board members are to have to graduate the (AICD) Australian Institute Company   Directors course to be eligible to sit on the board.



                                          (n)           Still waiting on Telstra to connect phone lines.


                                          (o)         New printer fax installed and new MYOB purchased.
